A new WhatsApp number has been introduced for individuals facing difficulties in obtaining the QR code required for the issuance of fuel quotas.
Complaints related to fuel QR code issues can now be submitted via WhatsApp to 076 000 1919, according to authorities.
Advisor to the Ministry of Digital Economy, Sumudu Rathnayake, said that when submitting a complaint, the vehicle number must be clearly stated.
He further noted that complainants are required to send a clear photograph of either the National Identity Card, driving licence, or passport. In addition, a photograph of the vehicle revenue licence and a photograph of the vehicle registration certificate must also be sent to the same WhatsApp number.
Rathnayake added that several additional WhatsApp numbers will be introduced later today to further facilitate the submission of complaints related to fuel QR codes.
He also stated that the public can be redirected to a new WhatsApp number through the Government Information Centre complaint registration portal at

The new measures are aimed at streamlining the process of resolving QR code-related issues faced by vehicle owners in accessing fuel quotas.

The Ministry of Energy has announced the reintroduction of the National Fuel Pass (QR code) system for fuel distribution, citing regional instability, rising fuel demand, and the need to prevent illegal fuel hoarding and black-market activities.
According to a media release issued on March 14, the system becomes mandatory from 6.00 a.m. on March 15, 2026. After this deadline, fuel stations across the country will not be permitted to issue fuel without a valid QR code.
Vehicle owners are required to obtain or download their QR code through the official website: http://fuelpass.gov.lk.
The Ministry has also issued guidelines on how vehicle owners can register and manage their fuel pass through the online system.
