VACANCIES (ON CONTRACT)

University of Colombo School of Computing (UCSC) a leading Higher Education Institute which provides Undergraduate and Postgraduate education in computing and related fields in Sri Lanka will entertain applications for the following posts from suitably qualified persons up to 20th December 2024.

01. WORKS ENGINEER (CIVIL)

Educational Qualifications:

(1)  Should possess a B.Sc. Engineering Degree specializing in Civil Engineering from a recognized University/ HEI.

OR

(2)  Should possess a National Diploma in Technology specializing in Civil Engineering or equivalent, with at least seven (07) years of experience in Civil Engineering works in a recognized establishment.

NOTE: The in-plant training period will not be counted for the period of experience.

Salary: Rs.95,950/-

(In addition, cost of living allowance & Rs.5,000/- allowance will be paid)

Age: Below 50 Years

TERM OF REFERENCE (TOR) FOR WORKS ENGINEER

  • Plan, design and oversee construction and maintenance of building structure and infrastructure at the UCSC such as, roads, electricity and water and sewerage systems
  • Supervision of Contractors work on site, managing the constructions
  • Undertaking technical and feasibility studies including site investigations
  • Liaising with clients and variety of professional including architects
  • Compiling job specs and supervising tendering procedure
  • Resolving design and development problems
  • Managing budgets and project resources
  • Scheduling material and equipment purchases and deliveries
  • Making sure the project compiles with legal requirements specially health and safety
  • Prepares project status reports by collecting, analyzing, and summarizing information and trends; recommending actions
  • Prepare technical specifications for supply, installation, testing and commissioning Air condition requirements
  • Prepare the annual maintenance plan
  • Supervise the maintenance of internal communication facilities
  • Supervise the maintenance of lift, generator, and important office equipment
  • Refurbishment and renovation of building structure whenever necessary
  • Maintains safe and clean working environment by enforcing procedures, rules, and regulations
  • General administration and the staff management of the division

02. ASSISTANT REGISTRAR – (LEGAL & DOCUMENTATION)

Educational Qualifications:

(i) An Attorney-at-Law with a Degree in Law/ Legal Studies with not less than two (02) years of experience gained in Court work, legal work and drafting legal documentation in a State/ Corporation or reputed private sector organization or official bar after obtaining the above qualifications.

OR

(ii) An Attorney-at-Law with not less than three (03) years of experience gained in Court work, legal work and drafting legal documentation in a State/ Corporation or reputed private sector organization or official bar after obtaining the above qualification.

AND

(iii) A good working knowledge of English and Sinhala Language and ICT knowledge.

NOTE: ‘Experience’ means the knowledge gained in handling agreements, MOUs, bonds and court work. Strong organizational and communication skills will be an added qualification.

Salary: Rs.73,400/-

TERM OF REFERENCE (TOR) FOR ASSISTANT REGISTRAR – (LEGAL & DOCUMENTATION)

  • Appear before the Magistrate courts, District courts, High Courts, Appeal courts and the Supreme Courts, University Services Appeals Board with the Attorney General’s Department
  • Conducting Disciplinary investigations/inquiries in the Institute assigned by the Director and preparing charge sheets and submitting reports to the Governing Authority of the Institute
  • Attending to all Legal matters related to the University of Colombo School of Computing
  • Liaison with the Attorney General’s Department, Department of Government Analyst, and other law enforcement Authorities
  • Initiate Legal actions on behalf of the Institute with consulting the University
  • Represent and follow up litigations at the Courts of Law, Labour Tribunals etc. on behalf of the Institute
  • Give Legal Advices on the matters relating to University Provident Fund, Pension and the Gratuity
  • Provide Legal Advice and Opinions on the administration matters assigned by the Director
  • Provide Legal advices and preparing documents when hiring, acquiring and leasing the properties including hostels
  • Attending Legal Committee meetings as necessary
  • Attending legal matters related to the Bylaws, Ordinance and other related agreements and matters as necessary
  • Initiate the revision of UCSC Ordinance process
  • Validate all agreements signed by external parties
  • Any other duties assigned by the Director

03. SYSTEM DEVELOPER

Educational Qualifications:

(1) A First or Second Class (Upper Division) in a B.Sc. (Special) Degree in Computer Science/Computer Engineering or equivalent Degree from a recognized University

OR

(2) A Second Class (Lower Division) in a B.Sc. (Special) Degree in Computer Science/ Computer Engineering or equivalent Degree from a recognized University

OR

(3) A pass in a B.Sc. (Special) Degree in Computer Science/ Computer Engineering or equivalent Degree from a recognized University

OR

(4) A pass in a B.Sc. General Degree or equivalent Degree from a recognized University with a recognized postgraduate qualification in Computer Science/Computer Engineering from a recognized University

Note: The applicants should have Computing degrees as defined in the UGC Commission Circular No. 08/2018 as follows.

TERM OF REFERENCE (TOR) FOR SYSTEM DEVELOPER

Key Responsibilities

  • Backend Development:
    • Develop and maintain web applications using PHP/Laravel framework.
    • Ensure API integration and RESTful services for seamless data interchange.
    • Optimize backend performance and address security concerns in PHP/Laravel applications.
  • Frontend Development:
    • Design responsive and visually appealing interfaces using HTML, CSS, and JavaScript.
    • Work with Vue.js and Vanilla.js to enhance user experience with interactive UI components.
    • Collaborate with designers and UX/UI teams to implement best practices in frontend design.
  • Database Management:
    • Develop and manage MySQL and PostgreSQL databases, ensuring data integrity, performance, and scalability.
    • Write and optimize SQL queries, stored procedures, and database indexes.
    • Conduct routine backups, recovery, and database performance tuning.
  • Basic Linux and Networking:
    • Utilize Linux commands for basic server management, deployment, and troubleshooting.
    • Assist with server configurations and basic networking tasks in collaboration with the infrastructure team.
  • Java Development (Desirable):
    • Contribute to Java-based projects when necessary, performing basic coding and debugging.
    • Collaborate with Java development teams as needed for application integrations.
  • Documentation and Version Control:
    • Document code, technical specifications, and deployment processes.
    • Use Git for version control and participate in code reviews and collaboration workflows.
  • Collaboration and Continuous Improvement:
    • Work closely with cross-functional teams, including DevOps, design, and project management.
    • Stay updated with industry trends and best practices in software development, proposing and implementing improvements.

Required Skills

Essential:

  • Technical Skills:
    • Proficiency in PHP/Laravel framework and JavaScript (Vue.js, Vanilla.js).
    • Experience with HTML, CSS, and responsive design principles.
    • Strong SQL skills and experience with MySQL and PostgreSQL.
    • Basic knowledge of Linux commands and server management.
  • Soft Skills:
    • Problem-solving mindset and attention to detail.
    • Effective communication and teamwork abilities.
    • Ability to work independently and meet project deadlines.

Desirable:

  • Basic knowledge of Java for backend application development.
  • Familiarity with networking concepts such as IP addressing, subnets, and DNS.

Experience

  • At least 2 Years of experience in PHP/Laravel development.
  • Proven experience in frontend development with HTML, CSS, and JavaScript.
  • Experience working with MySQL and PostgreSQL databases.
  • Exposure to Linux and basic networking environments is a plus.

04. MANAGEMENT ASSISTANT (BOOK – KEEPING)

EDUCATIONAL QUALIFICATIONS:

(1) G.C.E. (Ordinary Level) Examination in six (06) subjects in one sitting with credit passes in,

  1. Sinhala language/ Tamil Language
  2. English Language/ English Literature
  3. Mathematics

AND

(2) Passed in all subjects at G.C.E. (Advanced Level) Examination (except the Common General paper) at   one sitting

(Passing in 3 subjects under the old syllabus at one sitting would be sufficient for this purpose)

(3) Preference will be given to those who possess the following;

a)  An acceptable qualification in Computer Applications of not less than six (06) months duration obtained from a recognized institute

b) Two years of experience in the use of computer application packages

POST SPECIFIC QUALIFICATION

(a) The National Certificate for Accounting Technicians of the Sri Lanka Technical College/ College of Technology under the ministry of Skills Development and Vocational Training or any other equivalent qualification obtained from the recognized institute

OR

(b) G.C.E. (A/L) qualification should be in the Commerce Stream

Note: Partially qualified in CIMA/ACCA/CASL or fully completed in AAT Sri Lanka will be an added qualification

Salary: Rs.49,400/-

TERM OF REFERENCE (TOR) FOR MANAGEMENT ASSISTANT (BOOK KEEPING)

  • Receive and take appropriate all documents related to Postgraduate Division, Computing Service Division, e Learning Division, Common Projects and ICTer Conference.
  • Book Keeping Functions of the Postgraduate Division, Computing Service Division, e Learning Division, Common Projects and ICTer Conference.
    • Creating Accounts & Feeding data to the Accounting system
    • Preparing monthly bank reconciliation reports including RFC Bank Account on or before 15th of the subsequent Month
    • Preparing and getting approval for Journal Vouchers
  • Arrange all payments of the Postgraduate Division, Computing Service Division, e Learning Division, Common Projects and ICTer Conference with in given deadlines
    • Check accuracy of the payment voucher with source documents and relevant regulations, check budgetary provision availability, approvals for the payments with the approved delegation of the authority levels, enter accounts codes and other relevant information, enter to the Vote ledger and Feed Payment Voucher details to the Accounting System
    • Submit for the certification of the Voucher and forward to write cheques/ prepare bank transfer documents once certified by relevant payment officer.
  • Prepare all reports related to Postgraduate Division, Computing Service Division, e Learning Division, Common Projects and ICTer Conference on weekly/Monthly/ Bi Annually and Yearly basis
    • Preparing quarterly/ bi annually/annually & ad-hoc financial Reports on the given deadlines
    • Preparing draft financial statements and Schedules to the accounts (annually & bi annually) on the given deadlines
  • Tax related works
    • Paying Withholding Tax (WHT)/ Economic Service Charge (ESC)/ Nation Building Tax (NBT) / Stamp duty, APIT or any tax introduced by Department of Inland Revenue on due dates
  • Make arrangement to issue receipt for all direct deposit received to bank Accounts
  • Issue invoice as per UCSC guideline and feed invoices to the accounting system
  • Preparation of letters for Inter unit bank transfers and third-party payment People’s bank Fund transfers
  • Maintain and update Fixed Deposit Register and Fixed Deposit Ledger Accounts
    • Opening & Withdrawing of Fixed Deposit Accounts & Treasury Bills and other source of Investment accounts relevant to Postgraduate Division, Computing Service Division, e Learning Division, Common Projects and ICTer Conference
    • Preparation of Monthly Interest Income Schedules and pass Journal Entries for Interest Receivables
    • Obtain Bank Confirmation for Bank Accounts and Fixed Deposit and other Investment to present auditors
  • Maintain Research Fund Account as per Research Fund Policy and Prepare relevant Utilization reports on Monthly basis
  • Assist to prepare Finance and Management Committee and Audit Committee meeting documents
  • Check accuracy of the Course/Unit Budgets and maintain all expenses with in the budget lines and report any deviations or exceeding budgetary provisions
  • Monthly reconciliation of Income received for the courses/programs
  • Check accuracy of the SLIP transaction reports of the Postgraduate Division, Computing Service Division, e Learning Division, Common Projects and ICTer Conference
  • Liaise with Government and Internal auditors
  • UCSC Medical Support Scheme Finance Role. Obtain Medical Vouchers recommended by the Medical Officer and the Academic division and arrange payments for them. Arrange Agrahara monthly premium payment. Maintain required finance related documents of the scheme
  • Any other work/works assign by the Deputy Bursar / Senior Assistant Bursar or Assistant Bursar

05. MANAGEMENT ASSISTANT (SHROFF)

EDUCATIONAL QUALIFICATIONS:

(1) G.C.E. (Ordinary Level) Examination in six (06) subjects in one sitting with credit passes in,

  1. Sinhala language/ Tamil Language
  2. English Language/ English Literature
  3. Mathematics

AND

(2) Passed in all subjects at G.C.E. (Advanced Level) Examination (except the Common General paper) at   one sitting

(Passing in 3 subjects under the old syllabus at one sitting would be sufficient for this purpose)

(3) Preference  will be given to those who possess the following;

a)   An acceptable qualification in Computer Applications of not less than six (06) months duration obtained from a recognized institute

b) Two years of experience in the use of computer application packages

POST SPECIFIC QUALIFICATION

TERM OF REFERENCE (TOR) FOR MANAGEMENT ASSISTANT (SHROFF)

  • Issuing receipts for all collections received to UCSC (All units). All receipt should be issued through the system (MYOB and ERP)
  • Making Shroff voucher payments through Shroff counter (All units)
  • Maintain & Update all registers daily (Income, payments, petty cash and miscellaneous advance)
  • Maintain safe key registers
  • Prepare bank payment slips transfer schedules, and letters and send them to bank after check with the relevant authority
  • Prepare bursary slips transfer schedule
  • Student scholarship slips transfer schedule preparation (IFS, Foreign Donners, Student welfare & Distress fund)
  • Once the payments were made, the relevant documents should be submitted to the bookkeepers in the Finance Division
  • Copy of the receipts issued by Shroff, bank deposit slips, should be handed over to the finance division
  • If the payment is not made within a month from the date of receipt of voucher, the unpaid money and cheques should be cancelled and taken into the appropriate accounts
  • Maintain UCSC main petty cash and relevant records
  • Carrying all bank correspondence to the bank and vice versa
  • Prepare settlement vouchers for some special advances (Audit and Finance committees)
  • Issuing salary slips for permanent & contract staff monthly salaries on behalf of Salaries division
  • Bound to do any other related duties and responsibilities assigned by the Head of the Finance Division

06. MANAGEMENT ASSISTANT (CLERICAL SERVICES)

EDUCATIONAL QUALIFICATIONS:

(1) G.C.E. (Ordinary Level) Examination in six (06) subjects in one sitting with credit passes in,

  1. Sinhala language/ Tamil Language
  2. English Language/ English Literature
  3. Mathematics

AND

(2) Passed in all subjects at G.C.E. (Advanced Level) Examination (except the Common General paper) at   one sitting

(Passing in 3 subjects under the old syllabus at one sitting would be sufficient for this purpose)

Preference will be given to those who possess the following;

a) An acceptable qualification in Computer Applications of not less than six (06) months duration obtained from a recognized institute
